Respect Baltimore Tenants: Stop Slumlords

To be delivered to Congressman Elijah Cummings, Baltimore Mayor Bernard C. “Jack” Young, and Baltimore city Councilman Eric Costello

We, the undersigned, are deeply concerned about substandard and unsafe conditions at Bolton House Apartments, at 1100 Bolton St in Baltimore, Maryland. Under The Baltimore City Code of Public Local Laws, all tenants have a right to live in a dwelling that is “fit for human habitation.” Additionally, Federal regulations ensure tenants at HUD-assisted properties the right to live in “decent, safe, and sanitary” housing. It is our view, that these standards are not being met. As such, we are demanding the following:

  • That Congressman Elijah Cummings immediately investigate steps taken by HUD to ensure compliance with all relevant laws and statutes regarding living conditions at Bolton House and all other HUD-assisted properties in Baltimore.

  • That the Mayor of the City of Baltimore instruct the Department of Housing and Community Development and/or all relevant city agencies to immediately inspect the entirety of Bolton House to determine any and all violations of habitability standards.

  • That Councilman Eric Costello release a statement deploring conditions at Bolton House, and work to initiate investigation by the city council into the applicable agencies and corporations, namely Urban Atlantic and Edgewood Management.

Further, we are in full solidarity with the Bolton House Tenant Coalition demands, including an immediate end to slum living conditions; the right to organize without fear of intimidation or retaliation; the firing of Edgewood Management; the preservation of safe and habitable affordable housing, including in the event of area redevelopments; and the reestablishment of basic security measures and common spaces in the building.
